The 63 and 64 from bumper end assemblies are similar in the way they bolt up and you can take the entire 6 pc 63 and replace with the6 pc 64 or vice-versa.
 
Here is the lowdown on the 63 & 64:
 
The 3 uppers are basically the same from 63 to 64. 
The upper left and upper right is exactly the same.  The upper center is the same except the tabs on the 63 upper center have holes for mounting the lower grill.
 
The 3 lowers are different from 63 to 64. 
--> The lower ends (buckets) are wider/fatter on the 64 and where they mount up to the center lower is shapped different between 63 to 64.
--> the lower center on the 63 has a more pronounced/raised shape, whereas, the 64 lower center has a more contoured and smoother lower center.
 
What is a dirrect bolt on from 63 to 64?
--> Any of the 3 uppers are interchangeable as mentioned above.
--> You can take the entire 6 pc bumper end off one year and put on the other.
--> You can take the 3 lowers from off one yeare and put on the other.
 
I've heard of people forcing the 64 lower ends onto an 63 lower center and vice versa but you will need to do some bending to make it work.
 
As far as mounting a 62 or earlier bumper end on a 63 or 64 I have unfamiliar but would definitely think you would be more likely to do so if you replaced the entire bumper end.  As mentioned earlier and above, even the 63 to 64 lower sections are different and are direct bolt on.

DASH PAD:
There are 5 screws that hold the dash pad on: 2 in the glove box and 3 in the instrument bezel.
You will also need to pull your"A" pillar (windshield side) chrome. Pop the two arms that come down the front of the dash CAREFULLY so as not to break and tangs, and the dash pad should come off.

BULBS:
There are many light bulbs that plug into the dash. There are two different size bulbs. The most common is a 1445. Every wire that goes to a light bulb on the dash is DARK GREEN. This is a good time to check your bulbs while your dash pad is removed.

HEADLIGHT DIMMER SWITCH:
If you have no instrument lights but the fuses & bulbs are fine you may need to change out the headlight/dimmer switch which are often corroded.

Make sure you ask for the entire kit. If you use this master cylinder, you dont have to change the brake booster. It is a manual brake booster, but the only difference is the depth of the push rod hole.

10. 10 lb residual valve, MP brakes, part # VL3710K $26.00

11. 3/16 line size of assorted lengths of brake lines. You should route all new

brake lines from the calipers to the master cylinder because the lines are a different size.

12. Reducer fitting for the brake line coming out of the combination valve. The line kit did not come with one. 9/16 to 3/8 thread size. They have to be flared to seal flared end of the brake line. I got mine at ACE hardware.

13. Rear axle T-fitting from MP brakes, part # HW3001K. $17.00

I got my parts from MP brakes, and they have a catalog as well as a web site. On the rotors, I bought 69 cad rotors.  Also, read that 72 Cad disk brake rotors will work, but the dust shield needs to be removed.

Here is the parts list.

1. Wheel studs x10 made by Dorman, part # 610-162 $32??

2. Brake caliper bracket x2, junk yard find 69 cad

3. top mount bolt for the brake caliper bracket x2, junk yard 69 cad

4. dust shield x2 junk yard 69 cad . OPTIONAL

5. 5/16 wheel spacer x2, pep boys/ auto zone

6. brake caliper assembly with pads and pins, x2, auto zone

Fellow cadi buffs,recentlty I came accross a neutral safety switch
from a 66 cadi,it looked similar to the broken switch from my 64
deville so i bought it to see if I could make it work.The switch has
the #688 on it. The first time I put it in my car it jambed up the
column so I removed it an ground off 1/16 th of an inch off the
piece that fits inside the column,reinstalled it an now no binding. I
hooked up the wires,car starts in park and neutral only,adjusted so
the back up lites worked also. Then I hooked up the park brake
release it works properly also,everything works just like it should
again. this switch should also come out of a 65 too and is much
cheaper than the original if you can find one. My car has tilt wheel
and the turbo 400 trans

 If you guys haven't discovered PB Blaster yet, Run out and get you a can now!  It's amazing stuff.  It is a "Revolutionary penetrating magnetic lubricant".  Much better than Liquid Wrench or WD-40 at soaking old rusted on bolts and nuts.  I used it on my rusty exhaust manifolds and got every bolt out without breaking any.  I've used it on bumpers, binding cables, linkages, everything.  I always make sure I take a can to the junkyard ( and beer but that's another story).  It's made by B'laster in Cleveland Ohio.  There is a phone number on the can.  1-800-858-6605.  It comes in a white can with yellow, red, and black writing.  Hope you find it!

In 1964:They were generally the cars that had the rear qtr and rear belt moldings that provided a natural break between the top and the body.  The included the Coupe DeVille (body code J, body style # 6357), 4 window Sedan DeVille (body code B, body style # 6339), Fleetwood 60 Special (body code M, body style # 6039), and the 75 series cars (body code R & S and Body style #'s 6723 & 6733 respectively) 
 
In 1963: the only 2 body styles eligible for the vinyl top were the Coupe DeVille and Fleetwood 60 special.

Subject water pump washer

This washer inner hole is enlarger to fit over the nipple of the wayer pump manifold. Using 2 O rings and this washer, along with orange RTV will stop all leaks. The washer pushed down on the 2 O rings causing a better seal.
 
Installation; Lightly skim the inside hole of the water pump with RTV.  Install 1 O ring.  Lightly skim the inside hole of the water pump again. Install 2nd O ring.  Clean up any RTV that is pushed down the hole of the water pump. You dont want the coolant flow obstructed.  Apply RTV to the top of the O rings where the waher will go.   Place the washer onto the manifold and apply a thin coat of RTV to the post.  When the manifold is bolted up to the engine, the washer will sit inside the hole of the water pump, pushing down on the O rings. Make sure you use RTV on the 4 bolt threads, as they protrude into the coolant passages.
